Can I do a query to a dynamic table (table frame)?

Yes you can! Here's the help topic for Adding and Modifying Table Frames if you want to read more on the topic, but even for a dynamic table frame you can go into the Element Pane and under Options, you should be able to set an SQL query filter (Add and modify table frames—ArcGIS Pro | Documentation).
