Blurry Layout View

I am creating a map for work and am using ArcGIS Pro 3.1.0. I haven't used ArcGIS since college and am seeming to have issues with the resolution becoming blurry once I convert the map into Layout View. While In Map View, resolution is great whether I am zoomed out to the full extent of the map, or zoomed in to a specific region (see attached). However, when converting my map into layout form, the resolution from afar is okay, but when zoomed in (see attached), everything becomes horribly blurry. I'm just looking for suggestions with something I may have overlooked. I have tried changing the coordinate system but that has not seemed to have any effect.

It looks like the scale might have changed when you added the map to a layout. In the bottom right corner of the Layout view you can see and change the scale. If you adjust that to match the scale in your map view that might fix the problem.
