I’m trying to extract a specific coded value domain using SQL to use the domain data in a SQL query/report.

So in this case, the GP tool isn’t quite what I’m looking for.

Question for you - are you trying to extract the coded value domains from a mobile geodatabase or just trying to get a list of coded value domain code/descriptions?  I know there's a Domain to Table (Data Management) GP tool that has a Python reference to it as well.
