Hi,
I have some personalized tools created using ArcObjects(.Net). These tools are placed in a toolbar and can added to ArcMap as AddIn. I want to publish them as service into ArcGIS server.

I am not aware of the capability of publishing a toolbar, but you can publish a geoprocessing service and then you could connect that service to a button.
it is not possible to publish a toolbar, but you can publish your functionality. Check out the ArcGIS for Server Documentation to see how it works.
