Customize the 404 page on ArcGIS Enterprise Site

On ArcGIS Enterprise 10.9.1 is there a way to customize what appears on the 404 page of sites.

I would like to be able to direct people where to go to request assistance.

Is there a specific template file that I can edit with my own custom html/css?
