Use Arc GIS Pro to Clip Raster using Shape file and run it as a service

I am trying to create a windows process/service that can Clip/Crop a Raster image based on a shape and then save the Clipped Raster a Tiff file.

Can this be done using Arc GIS Runtime ? or Will I need ArcGIS Pro?

Please suggest.
