You can select both map layers and tables simultaneously (Ctrl/Shift+Click), but the application does not allow you to drag them to a new map. You must select either maps or tables, and then drag as two separate groups.

To compliment this idea I have found you can't select a bunch of layers and tables in the TOC and remove them all from the map in one go. It has to be all just layers or all just tables.
Also noticing that if a layer is grouped and then Ctrl+click selected, you won't be able to drag any of your selection. You have to grab everything not grouped and then go back and get any grouped layers (or grouped group layers)
