For creating IHO S-57, yes. ArcGIS Pro is superior to ArcMap with regard to the creation of S-57. The INT1 Paper Charting capabilities will be available with the 3.1 release.
Could you please provide guideline/workflow how to produce a Electronic Nautical Chart in ArcGIS Pro 3.1 if I have S-57 data?
