Pro 3.0 UI Bug? When a Standalone Video Pane is the active window, the Map Ribbon Option Disappears

In Pro 3.0, when a Standalone Video Pane is the active window, the Map tab on the ribbon disappears.

In Pro 2.9.x, the Map tab does not disappear. Is this the intended behavior?

It looks like this is the case with Layouts, etc as well.
