You can purchase an annual subscription to AGOL.
Though I don't know how useful it would be having to rely on public data. Never tried actually.

I will check with them then. and for organisation I dont have any. I tried to make it but it was not successful. so how to create and or sign up for such organisation for individuals? many thanks for your time and assistance.

You will need to provide some more details. How are you connected to the GIS. ArcGIS online?
You do not create dashboards in a Web App. You start them from applications Icon
