ArcGIS Enterprise Upgrade Failed 10.6 to 10.7.1

I tried to upgrade portal from 10.6. to 10.7.1. After a long time, I reached the step asking for the new portal license (json) and then continue upgrade. A half an hour later, i got an error (attached). I am also attaching the logs.

Something to note, that i did not change any collation and i don't have a managed postgres DB.

Please help!!
