Problem Sharing Web Feature Layer From ArcGIS Pro to AGOL

I've overwritten a web feature layer using ArcGIS Pro 2.3.1 to AGOL. It looks fine as the feature layer, but when I open the map that I've created with it one of the layers, RPP Addresses, cannot be added to the map. Also, the symbology for one of the layers, Ineligible Parcels, is too thick and too dark.

I've overwritten this WFL several times before with no issues and I don't think I've done anything differently this time. There is a minimum scale set in ArcGIS Pro on the RPP Addresses layer, but I'm zoomed in to a visible range when I share the web layer. The analysis has 13 warnings - 2 layers' data source are not supported (the basemap layers) and 11 Layers' symbol will be downgraded (complex symbology that works in Pro, but not in AGOL). These warnings ahve always come up and there has been no problem before. 

The last thing I tried was saving my project before sharing the web layer, but still no dice.

Hi Matt,

ArcGIS Pro 2.3.x was retired in Jan 2022. The current release is 2.9.2. I've seen leaps and bounds in every ArcGIS Pro update, so would strongly encourage you to stay on the latest release, or at least try and be on a more recent version with a good amount of remaining general availablity:

For the two issues:
There are a lot of reasons a layer cannot be added to a map. The layer no longer being accessible is the most common (deleted or unshared to end users). If you are overwriting, it may be that it is still being processed.

If you have no reason to suspect a configuration error, try adding the layer to a new map from the item page. If you see the inability to add one or more layers to a new map this way, it could indicate a service issue. You can check for known issues on https://status.arcgis.com/ . It is also worth seeing if there are updates, and I believe the March 31 update occurred yesterday. These are relatively rare, and the solution is to flag it with Esri technical support. 

For the symbology issue, I think you just need to revisit the symbology and labelling configuration. I get errors in browser console with the arcade expression used in the map. The symbology complexity you have already identified is not supported. The reasons why are identified in the warning page:
