Rotate (or not) marker symbols with the map

How to control if marker symbols are rotated together with the map ?

Below i gave 60° rotation to my map. The "P" symbol rotated too, which i don't want.

Same as that with ArcGIS Dersktop : https://support.esri.com/en/technical-article/000002834

You can choose whether the symbol rotates with the map, or stays fixed with the display in the Symbology settings for the marker symbol.
