I have a 1.7 million record feature class that I need to export to a shp file. When I run feature class to feature class/feature class to shp file the shp file has less than half of the points (470,000) loaded. What is the workaround?

Hmmm...shapefiles are limited to 2 GB in size so I wonder if you're hitting the storage limit perhaps? And this information about limitations as well.
