The HE Titles which are shown in the ArcGIS system are ‘High, Moderate & Low’. It would be useful to have more clarity on what is permitted in these 3 different categories. Is this information available?

What are you looking for exactly and what dataset are you using (link?). Typically each state has their own dataset of highways that provide more information than that so that might be a good start.
