Bypass popup for direct url link?

I have created a map of Tennessee with popups with clickable links for each county. See the attachment for an example. These will go to story maps for selected counties (each with its own story map). Is it possible to bypass the popup and take the user directly to the story maps (or whatever url I specify)? In this case, the popup is an unnecessary extra step and does not really offer additional information. What I want is something like this interactive map for TN: https://tnsos.net/TSLA/archives/index.php

Can this be done in ArcGIS Online?
