Can users signed in the organization (as viewer) answer a public survey?

We created a public survey with form and FS shared to the public. However, it doesn't allow submission when Survey123 recognizes you're a member of the organization and has a viewer access. Is this an expected behavior?
It doesn't return any helpful error message aside from "Failed to submit."

Hello,

Where did you publish this feature service?  What platforms are you using?  ArcMap or ArcGIS Pro?  AGOL? Enterprise Portal?  ArcGIS Server?  Also, what version.
