Transformation

Hello,

I found some discrepancies while converting datums in ArcMap and NOAA transformation Tools (https://geodesy.noaa.gov/NCAT/). The easting seems to match but Northing is approximately 3ft off. I used NAD 1983 (2011) (US Feet) Delaware State Plane in both conversions. Can someone help me to understand the reason for this discrepancy?
