In the old Classic Map Viewer, you're able to link raster tile layers to a feature layer to enable pop up: https://doc.arcgis.com/en/arcgis-online/reference/configure-pop-ups.htm#HOSTED_TILE_POPUPS. I cannot find the same option in the new Map Viewer.
Currently this is not available but it is on our roadmap to support.
