I wantt o create an offline tpk of elevation compressed by LERC. Currently I have elevation file of .tif fomat, I can only create a tpk of elevation of PNG format, but I need LERC format. How to achieve that?

The offline tile package is created in step 3 - if you are not going to use it in ArcGIS Online then you can ignore the later steps.
