As soon as a text paragraph is changed to 'Quote' all links are lost (without warning!) and setting any new links is not possible.
This would be really useful, especially when you want to link to the quote's source.
I've given this the thumbs up too. I use quotes as headers/subheaders as I, as an example, like the vertical bar.
The ability to add links in quotes (and retain links if you convert from a paragraph to a quote) was added in an update to ArcGIS StoryMaps last night. Please give this a try and let us know if you run into any issues.
