I am creating lists on my feature layer to make data collection easy but there is one field where “Create List” is not showing as an option when all the other fields in the same feature layer have the “Create List" option. Any ideas why?

Field Value Type: Field Value type is not available. This is also true for other fields where I am able to create lists.
Details: Type - String.
Any solution to this? I've come across this issue a few times myself and I've never been able to figure out why.
I am running into the same issue with a field that already has a domain. There is no option to create or edit the list/domain when I go to Edit>Fields page. That same Field does accurately populate the domain when I view it in Field Maps.
I have other layers that have domains that are working fine and editable.
Same here across the board although at time it seems to work.
Same issue here for a string type field. Option to create list disappeared after I deleted the previous list. Option to delete field has also disappeared.
I'm having the same issue. A shapefile, which previously had lists created in Arc Online, was downloaded as an SHP to ArcOnline, new fields added, then re-uploaded to Arc Online. The "Create List" option is now not visible. All other settings are the same.
I am also encountering this issue. I have had it happen on multiple layers/tables published from ArcGIS Pro. For me it is always the first field after OBJECTID that will not allow me to create a list of values. No matter what the field type(integer, double, or string) it will not give me the option to create a list of values.
I am having the same problem with not being able to create a list/domain. In this instance, the field was added to the feature layer from within ArcGIS Pro. I had to do that to workaround the problem mentioned in the next paragraph.
I was also having a problem with an added field not calculating values. The field was added after I deleted a field. I kept receiving an error about a calculation not being able to be performed on the xyz field (where the xyz field was the field I had deleted and not the one I was calculating).
It seems like I have been having a much harder time with this feature layer than with previous ones I have worked with and just in the past 2 days.

update - I changed the visualization of the feature layer to single symbol and saved the layer. Then went to view the fields and the option to "Create List" appeared. The visualization was originally set for a domain that no longer existed. Perhaps that was causing an issue????
try this
create a new field with a different name than the field you were trying to create a list for. You should be able to create a list in the field on AGOL.
ex. my original field name was "Feature",

I am also coming across this issue on random fields. It does seem to quite often be the first field. Anyone had any luck getting "create list" to come back up without having the recreate the field? Has anyone raised this as a support call?

Changing symbology also worked for me.

Adding a new field works for me. The bug still exists as of Dec 2021
I had this same issue and just found a cause. In my situation, the feature layer was published to ArcGIS Online by sharing as a web layer from ArcGIS Pro, and whichever field was chosen as the 'Display Field' at the time of sharing, that same field did not have the 'Create List' option available on ArcGIS Online. I changed the 'Display Field' to OBJECTID in ArcGIS Pro and re-published, which solved the issue.
I you want to apply this fix but have already made changes to the existing feature layer, or have created/edited features, you could try exporting the feature service to a FGDB, changing the 'Display Field' in ArcGIS Pro, then overwriting the web layer. I tested this out and it worked as well.
If your web layer was not published to ArcGIS Online by sharing as a web layer from ArcGIS Pro, then the 'Create List' issue is most likely related to the visualization settings.

That bug number (https://support.esri.com/en/bugs/nimbus/QlVHLTAwMDEzNzY3OA==) might need to be expanded as I don't think it covers all instances. It mentions lines, yet this is also happening for at least point layers as well. I've got a point layer, published with custom symbology from ArcGIS Pro, and for one particular field (not related to the symbology) I've got the same issue. As it's the second field (first is ObjectID) it might be related to it being set as the 'Display Field' as @Kuyler_JonesCivil mentions below. I need to test both options to try rule one or the other out.

Bug still exists in 2023. This is not a good look.
Easy to get around once you know you're not crazy and it's just not working because it doesn't work.. but the 30 minutes you're wasting checking your work and figuring out you're not crazy is lame.
I just encountered this problem and neither solution worked for me (changing visualisation or display value). Had to create a new field and fill it with the existing values in order to add or remove list values. I can't delete the old field value either that I want to make changes to. This is the only field value with this problem. Utterly frustrating!
it appears this is a repeated issue since 2021 but no updates have been made. We are currently experiencing this same issue and wondering if anyone was able to find a solution?
Resolved! If your visualization settings are set to use that field for the symbology, it will not allow you to make edits to the domains. Once I removed the symbology from the visualization tab and changed to "show location only" the field I needed to make edits to suddenly gave me the option to edit. Hope this helps anyone who wasn't able to find a solution.
Simply changing the display to a single symbol on the visualization tab didn't work for me. I had to open the problem layer in the classic map viewer, open the manage editing templates menu, and save. I didn't change anything because the feature creation template was already set to a single symbol. I guess resaving the layer in the classic map viewer must have reset something somewhere.
This is what resolved the issue for me. I have had the problem on a hosted feature layer in ArcGIS Enterprise Portal 11.2. Tried all the tips previously mentioned in this thread.

This worked for me as well. Issue still exists in June 2024.
This appears to still be a problem 3 years later. Any solution to this Defect would be greatly appreciated.
This is driven by features published with symbology class using the field data.
For some reason, when we publish feature class with symbology driven by field values - even when you change symbology to single location this field is locked and cannot be modified/deleted or converted to domain values after publishing.
Still experiencing this in December 2024. Also causes the dreaded "Domain: com.esri.arcgis.runtime.error Code: 3079 Description: Domain exists." error in Field Maps. Simply republishing the data doesn't work for most...especially in a production environment with editors working diligently in the field.
This was also the resolution for my polygon layer that was created in ArcGIS Pro then exported to AGOL as a hosted feature layer - 1) opening the problem layer in Map Viewer Classic2) going to Edit3) select MANAGE at the bottom of the Edit pane4) select ADD NEW TYPE OF FEATUREAs of April 2025, the related bug (BUG-000137678 "Line hosted feature layers do not display the Create List option for fields when published with symbology from ArcGIS Pro.") mentioned on 09/30/2021 in this thread is still In Review.
I ran into an issue where I was trying to create a polygon feature within a "master layer". This specific type wasn't an option in the "create section" of agol. I checked and this type was part of the domains. The master layer was missing this type as a part of the symbology. When I added it, it still didn't show up in the "create" section. I could create a point and then switch it to the type I needed, but it was still missing in the create area. Solution: I went into the master layer map template that contained this feature and I updated the symbology (it was in the other section & greyed out). After doing this, I went into web maps designer and navigated to the template area. In there I found that this layer was "out of sync" and this was the reason for the weird bug. Update and save and you should be able to see the missing type now in the create section of AGOL. 🙃
I don't know if anyone has helped you find a solution, but here's what I've done. I never figured out why my text field wouldn't allow me to make a list initially, but here was my work around. I brought the layer into Pro and exported the layer. In the newly exported layer, I opened the attribute table and the fields table. If you scroll over, you will see a column called Domain. Here you click in the cell for the field you want and choose to create a Domain or create a Domain from listed of values. Then save the changes to the field. Then, overwrite the online layer.
I am now running into this problem with a point and a line feature class initially published from ArcGIS Pro. I cannot change the symbology to a single symbol because the symbols on the lines are impossible to replicate in ArcGIS Online. It would be really nice to have this bug fixed, especially since many of the work arounds seem to involve using Map View Classic, and ESRI has recently announced that they will be taking it away soon.
