This tool runs with ModelBuilder but not with Python.
arcpy.gp.ExtractMultiValuesToPoints_sa( ###, ###, "NONE")
ERROR 000824: The tool is not licensed.
Failed to execute (ExtractMultiValuesToPoints).

If you use a standalone script you will need to check out the required Spatial Analyst license for the tool to run. See: https://pro.arcgis.com/en/pro-app/latest/arcpy/functions/checkoutextension.htm
