How do I add page templates to my site?

From a recent blog post What’s new in ArcGIS Hub (December 2020) (esri.com) page templates were mentioned to use for Community Account/initiative FAQs. How do I access and use these templates? I am unable to copy or add them to my content, and I cannot search outside of my content while creating a new page within my initiative site. What am I missing?
