Since the "Public Gallery" template doesn't exist and is no longer supported, what would be the best and easiest way to showcase a list of webapps on ArcGIS Online now? I used to have it embedded on our county website.

The Public Gallery template still exists. To use the template navigate to your Groups in ArcGIS Online then click the Share option and Create a Web App. This will display a gallery of group templates that includes the Public Gallery template.
