Hi,

Currently the API doesn't include direct support for georeferencing an image on-the-fly. For a suggested workflow see this similar question: Georeference option in Runtime.

You can find more information about World Files in World files for raster datasets—Help | ArcGIS Desktop.

If your workflow involves KML, you might also consider using KML GroundOverlays: for a sample see Edit KML ground overlay | ArcGIS for Developers.
