I customized "arcgis-streets" using vector tile style editor . The editor out put is the style json file. Can arcGIS pro or arcMap load the style json file to add the customized basemap?
Yes, in ArcGIS Pro you can add the vector tile layer that you saved using the vector tile style editor. Click Add Data and you should be able to find the vector tile layer that you created in 'My Content'.

In arcMap(10.8), the web map(with one vector tile layer) is added but not displayed. As the screenshot below.
