Support MBTile Specification on iOS and Android Platforms

As a mobile user I would like to have the ability to work with remote cached data sources on my mobile device when I am working in a disconnected/offiline environment.  I would specifically like to work with the MBTile format so that I can work with tile caches from other vendors.  See http://mapbox.com/mbtiles-spec/ for more info.
