Feature level security in ArcGIS Server

We would like to have the ability to publish our high value global data set within ArcGIS Server on the web and to have our subscribers consume subsets of features based upon their subscription on the fly without having to publish multiple map services for each customer or partition the data. For example, all our features have a country code attribute thus we would like to use this attribute to constrain the responses and define this constraint as part of a role. At the moment there is no out of the box offering which allows us to realise this, although there is a 3rd party solution Conterra's securityManager which does this via the query definition.
