Administrator enhanchment / and give publishers option to move items

If the ArcGIS Online security setting is put to < do not allow members to share outside the organization> it would be very handy to give the administrator the option to give 1 or more publisher the right to publish their own items to share outside the organization. case: You just dont want all the publishers to share outside the organization just 1 publisher (administrators should do admin task and should not be owner of items to share outside the organization)

Also make it possible that a publisher can move his items to another publisher/adminstrator. so that the receiving member can accept or decline the item (to become the owner of the item)
