Disable Feature Layer pop-up with measure function

Performing a measurement with Measure Widget on a Feature Layer with pop-up, for each vertex of the measure, that intersects the Feature Layer, a pop-up appears. This behavior disturbs the measurement function. It would be nice to disable pop-up when the users use measure function.

As of January 3 2019, I have a co-worker who says he still gets this error intermittently.
