Public Notification app - Add/Remove to selection

I have a need to manually add and remove parcels from the selection after the buffering takes place.  We have notifiation regulations that are not as straightforward as a simple buffer. For example, "direct abutters and abutters to the abutters within 300 feet and parcels directly opposite the street".  Allowing some interaction with the result set would help to resolve this.
