Allow for a placemarker for services that are broken and don't load in to map

When opening web maps in the online map viewer, external services often fail to load for various reasons outside our control. When this happens and the map is opened and is anything is changes and saved, , the services that did load are lost. There should be a way to include a placemarker for the broken service in the content of the web map (maybe with a red exlamation mark next to it) and a choice to inlcude the service in future verisions. Services/layers should not be lost without the owner actually removing them.
