Multiple Pop-Ups per Layer

There are times in a map that you have one map layer---and you want only one map pop-up---but you want the pop-up to be specific to certain areas that meet a critieria.  For example if you have a swipe map, and you are comparing 2 different year maps of say highest home value percentages....But within each year, there are certain population criteria that needs to be met for the thematic shading.  ideally, you want a pop up to display attribute info about those met areas...the areas that are not met, you still want a pop up, but to only show for example the actual feature id ---and name. i.e. ZIP Code 17349 New Freedom
