ArcGIS Server LDAP/Active Directory User/Role - Search Scope

Add ability within ArcGIS Server Manager to support  LDAP/Active Directory search scope (from one level to sublevel) of user / role searches. Many organizations have configured LDAP or Microsoft Active Directory with detailed hierarchies in order to organize users, these hierarchies are not compatible with ArcGIS Server (can only select one level of users by using Base DN).
