Create view only users

Have a radio button in the Create User Geoprocessing dialog to create users without the ability to create feature classes.  

This could be done with a database role that would be assigned extra permissions for creating tables and other objects.  The user would only get this extra database role if the radio buttion for a data owner type user was selected.
