External Capabilities for WMTS

In ArcGIS Server cached services can be shared via WMTS interface. Here it would be helpfull to edit the capabilities properties like in the WMS or use the values of the WMS Capabilities in the Service Editor. There it should be also possible to specify the base path to an external WMTS capabilities file.
