I have a question regarding a file format, which might be very easy to answer for some of you
I came across this nice WebScene here:

This WebScene includes different flood level layers
I would like to produce something very similar, and I'm wondering which format exactly I should use. The layers on the scene seem to be tiled layers.
What are the steps if I would like to make an equivalent layer on AGOL. (I have ArcGIS Pro 2.2.1)

I have one more question: Is there an easy way to interpolate an exiting 2D flood extent from a polygon to multipatch feature?
The polygon is quite big and detailed.
