When projecting and vertically shifting a 3D MapPoint, does the order matter?

If one was both
 
1) projecting a 3D MapPoint (using transformations -- potentially both horizontal and vertical)

  and  

2) shifting its Z height vertically

Does it matter which order the steps occur in?
