AppStudio MapViewer 2.1 Template Offline Map Not Displaying

I can successfully download this public mobile map package using the 2.1 MapViewer template but when I open it the map is blank and there are no tools visiible in the toolbar.

That would be perfect.

I would log it with Esri Canada Tech Support and they can funnel it to you if that's OK?
