The wizard was interrupted before ESRI Business Analyst 2016 US Data Update could be completely installed.

I am trying to install the Business Analyst 2016 US Data Update. The installer looks like it runs all the way through and then at the last second, looks like it rolls back the update and gives this message. I am installing it on Server 2008 R2.
