Is there a way to open an off-panel widget programmatically?

We see there is a way to close an off-panel widget, although using openWidget(widgetID) is not working.

This is the code to close:

WidgetManager. getInstance().closeWidget('widgets_DailyTimeSeries_Widget_19')

How would we open?
