The data was configure that any of the user can edit the information (we change the configuration at this point); apparently one user delete some of the surveys. There is a way to know who delete the data?

If you are an admin within the AGOL Organization, you may be able to generate an audit log of the activity that has taken place over a particular set of time. I'm not sure if it would tell you about "delete"actions in particular, but maybe changes that were made to a particular feature service.
