is this dojo request a normal thing or is something wrong?

error in paths to dojo.js, is it supposed to be like this? i have taken a screenshot how the https://localhost:6443/arcgis/ page look like

we have a new clean installation of 10.7.1 server and portal are on different machines and federated, does seem to me something is wrong?
