Using ArcGIS On-Line, When I upload a Zipped Shapefile I select "Allow Editing" but when I save it it returns back to Editing "Disabled". What am I doing wrong

Using ArcGIS On-Line, When I upload a Zipped Shapefile, I select "Allow Editing" but when I save it it returns back to Editing "Disabled". What am I doing wrong?
