Offline Map Loading

Is there a possibility now to create an application for offline consumption of data? I want to create an application of iOS and Android and planning to do it in HTML and Javascript for cross platform accessibility.

Can I load the mxd file directly into the page with javascript?

Unfortunately no, you need a running ArcGIS Server.
