Arcgis Runtime SDK for WPF 10.2.3 Local server starting but not started

I read all manuals. But problem has stay!

Execution file and in the same folder "ArcGISRuntime10.2.3". In MVS 2010 written "RuntimeLocal started" and that's all.

May be someone already have relative problem!

I find the answer! If the path contain a symbols of non latin then your local server will not start!
