Population grouping with polygon

Hi all,

I have polygon data with population and I want to do equal groups of 3000 population(±10%)?

I used tool "Spatial Statistics Tools> Mapping Cluster > GroupingAnalysis" but output not given me as want.

How do I solve through Arc tool or Module builder
