Is it possible to create custom Layer Templates?

There a built-in ones created by ESRI, is there a way for us admins to create Layer templates for field teams to use?

Creating and adding custom hosted feature layer templates in Portal for ArcGIS is currently not possible. Please submit an enhancement request on the ArcGIS Ideas site for ArcGIS Enterprise.
