Hi Michael,

You can update the service you are working with so that you don't have to republish the data using ArcGIS Desktop.  Take a look at page 'Domains and their values' on page 4 within the following document:

Certain things like managing field domains are limited to ArcGIS desktop or Python and are not available from client side APIs.
